Tracy City Council Appoints Interim City Attorney

Tracy, Calif. – On May 21, 2019, the Tracy City Council appointed Leticia Ramirez, Assistant City Attorney, to serve as Interim City Attorney. This came after former City Attorney Thomas Watson announced his departure from the City of Tracy effective May 31, 2019. The Tracy City Council formalized the interim appointment at last night’s regular City Council meeting by unanimously approving an employment agreement between Ms. Ramirez and the City of Tracy to serve as Tracy’s Interim City Attorney effective June 1, 2019.
Under Tracy's form of government, the City Council appoints the City Manager and the City Attorney. The City Attorney provides legal advice to the City Council, Commissions, Boards and City Staff. The City Attorney also leads a team of legal talent who perform the various functions of the City Attorney’s Office, such as preparing and reviewing all legal documents, ordinances, resolutions and leases, participating in negotiations of all contracts, prosecution of municipal code violations and coordination and supervision of special counsel to the City of Tracy.

Leticia Ramirez began her career with the City of Tracy in October of 2016. As the Assistant City Attorney for the City of Tracy, Ms. Ramirez advised City departments on a wide range of transactional matters such land use, public contracting, cannabis, public works, purchasing, municipal finance and utilities issues.  She reviewed policies, procedures and projects to ensure compliance with state and federal laws, including the Subdivision Map Act, the California Environmental Quality Act, the Brown Act and the Public Records Act. Ms. Ramirez has also been advising the City of Tracy Planning Commission.
I am looking forward to work cooperatively with Leticia in her new role,” said City Manager Jenny Haruyama. “She is a talented, well-respected leader in our organization who has my full support and that of our Council as she leads our legal team during this transition.”

Before joining the City, Ms. Ramirez worked with a law firm serving public agencies where she provided general counsel representation to cities and special districts on various issues such as public contracting, land use, municipal finance, code enforcement, and public works.  Ms. Ramirez holds a Bachelor's Degree in History from Stanford University and a Juris Doctor from UCLA School 
of Law.
