The City of Tracy Planning Commission will hold a Public Hearing on Wednesday, April 24, 2019, at 7:00 p.m., or as soon thereafter as possible, in the Tracy Council Chambers, 333 Civic Center Plaza, to consider the following:
Revisions to the City-Wide Design Goals and Standards – Public hearing to consider revisions to the City’s Design Goals and Standards to add requirements for landscaping for residential single-family home subdivisions. The project is consistent with the City’s 2011 General Plan EIR.  The Project Planner is Victoria Lombardo, Senior Planner, (209) 831-6428, Victoria.Lombardo@cityoftracy.org.
TSM18-0005: Proposed Tentative Subdivision Map for Ellis Phase 3 – Applicant is The Surland Companies and the property owner is Surland Communities, LLCPublic hearing to consider approval of a Tentative Subdivison Map for Ellis Phase 3 (Town & Country Neighborhood), Application Number TSM18-0005, consisting of approximately 73.64 acres in the Ellis Specific Plan Area, including approximately 308 residential lots, two parks, and five other parcels, located between Corral Hollow Road and Lammers Road in the vicinity of Ellis Town Drive, Assessor’s Parcel Number 240-140-47. The project is consistent with the Final Revised Environmental Impact Report (EIR) certified by the City Council on January 22, 2013 for the Modified Ellis Project (SCH#2012022023). The Project Planner is Scott Claar, Senior Planner, (209) 831-6429, scott.claar@cityoftracy.org.
Application Number SPA18-0002: Proposed Tracy Hills Specific Plan Amendment – Applicant is John Palmer –Public Hearing to consider a recommendation to the City Council regarding a proposed amendment to the Tracy Hills Specific Plan to address minor revisions and clarifications related to the implementation of Phase 1A development. The Tracy Hills Specific Plan Area consists of approximately 2,732 acres located in the vicinity of the existing Corral Hollow Road Interchange and the future Lammers Road Interchange on Interstate 580.   The proposed amendment to the Tracy Hills Specific Plan is not a project within the meaning of the California Environmental Quality Act because it does not have the potential for causing a significant effect on the environment (CEQA Guidelines, 14 California Code of Regulations, §15061(b)). The Project Planner is Scott Claar, Senior Planner, (209) 831-6429, scott.claar@cityoftracy.org.
CUP19-0001: Proposed Smoke Shop – Applicant is Dale Cose and the Property Owner is Chemanoor & Bernadette Zachariah – 1655 N. Parker Avenue – Public hearing to consider an application for a Conditional Use Permit to allow a smoke shop in the Neighborhood Shopping (NS) Zone at 1655 N. Parker Avenue. The project has been determined to be categorically exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines section 15301, which pertains to existing facilities. The Project Planner is Scott Claar, Senior Planner, (209) 831-6429, scott.claar@cityoftracy.org.
              All interested persons are invited to be present and to submit statements orally or in writing before or during the meeting.
