The City of Tracy Planning Commission will hold Public Hearings on Wednesday, December 5, 2018, at 7:00 p.m., or as soon thereafter as possible, in the Tracy Council Chambers, 333 Civic Center Plaza, to consider the following:

CUP18-0005: Conditional Use Permit for a Kick Boxing Studio to be located within the Valley Shopping Center at 3232 and 3234 N. Tracy Boulevard (APN 214-450-05) - Public hearing to consider an application for a Conditional Use Permit to allow a kick boxing studio to operate within the Valley Shopping Center located at the southeast corner of W. Clover Road and N. Tracy Boulevard. The project is categorically exempt from the California Environmental Quality Act, pursuant to Guidelines Section 15301, Interior Alterations of Existing Facilities. CUP18-0002 and D18-0001: Proposed Private Courtyard for Outdoor Dining, Parties, and Social Gatherings - Applicant is Dale Cose and the Property Owner is Don Cose – 624 N. Central Avenue - Public hearing to consider an application for a Conditional Use Permit and a Development Review Permit to allow construction of an approximately 920 square foot private courtyard for outdoor dining, parties, and social gatherings, and an approximately 260 square foot restroom building located behind the commercial building at 624 N. Central Avenue. The project has been determined to be categorically exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines section 15332, which pertains to certain in-fill development projects. EXT18-0007: Time Extension of a Conditional Use Permit and a Development Review Permit for a 40-Unit Residential Apartment Project (Grant Line Apartments) – Applicant is Robert Harris and Property Owner is James Tong, Inc. - Public hearing to consider an application to extend the validity period of Conditional Use Permit Application No. CUP15-0005 and Development Review Permit Application No. D15-0012 for a 40-unit residential apartment project (Grant Line Apartments), including parking and related on-site improvements on approximately 1.66 acres located at 321 E. Grant Line Road (APN 214-320-83) for an additional 1.5 years beyond the expiration date of December 6, 2018. The project is categorically exempt from the California Environmental Quality Act pursuant to CEQA Guidelines Section 15332 pertaining to certain in-fill development projects. EXT18-0003: Applicant and Owner is Calandev, LLC – East side of Lammers Road, north of Redbridge Road - Application for an extension of the Rocking Horse Vesting Tentative Subdivision Map (Project No. TSM15-0001) for 226 lots to April 5, 2020. The project is consistent with the Mitigated Negative Declaration approved by the City Council on April 5, 2016. APL18-0003: Appeal to the Planning Commission of the Development Review Permit issued on October 30, 2018 to Majestic Tracy Distribution Center – Appellant is Michael R. Lozeau of Lozeau Drury LLP - Appeal of the approval of Development Review Permit Application Number D17-0022 (applied for by Steven Geoffrion for Commerce Construction Co, LP and owned by Majestic Livermore Partners, LLC) determined by the Assistant City Manager on behalf of the Development Services Director for three industrial buildings totaling approximately 1,484,097 sf and a temporary retention basin, truck loading areas, and related parking, landscaping, and stormwater treatment improvements to be constructed in phases on an approximately 75.14-acre site located at the southeast corner of Grant Line Road and Skylark Way, Assessor’s Parcel Number 250-020-93. The project is categorically exempt from the California Environmental Quality Act pursuant to CEQA Guidelines Section 15183 and/or 15270.
