                 CITY OF TRACY



1.    NOTICE IS HEREBY GIVEN that the CITY OF TRACY (hereinafter "CITY") requests statements of Qualifications and Proposals (hereinafter “Proposals”) for grant management software and professional services to, amongst other things:

  1. Centralize, organize, and manage grant activities through a technology-based solution through the grant life-cycle: pre-application planning, grant pursuance, award, post-award grant administration, audit, closeout, and post-closeout.
  2. Centralize and streamline application intake, evaluation and grant award process to sub-recipients of the City; streamline communication, reporting, and administration of City sub-recipient grants.
  3. Assist with compliance of 2 CFR 200 requirements from grant application preparation through grant administration and closeout.
  4. Meet Single-Audit requirements.
  5. Enable more efficient and effective communication amongst all stakeholders.
  6. Optimize grant and other funding opportunities through identification of key initiatives and projects in the City eligible for grant funding.
  7. Align internal procurement processes and resources to pursue grant opportunities in a more efficient and effective way.

2.  Responses are to be provided to Anne Bell, Mgt. Analyst II, City of Tracy Finance Department by 5:00 p.m. (Pacific Daylight Time), on the 8th day of November, 2018. Proposals may be either e-mailed to Anne.Bell@cityoftracy.org or provided on a flash drive and delivered by post to Anne Bell’s attention at 333 Civic Center Plaza, Tracy, CA 95376 Tracy, California. Proposals that are mailed shall be submitted and clearly marked as follows:  “SEALED PROPOSAL FOR CITY OF TRACY GRANT MANAGEMENT SOFTWARE AND SERVICES DO NOT OPEN WITH REGULAR MAIL.”


3.  Mandatory Registration of Proposers – All potentially interested responders to the request for Qualifications and Proposals (RFQP) must register with Anne Bell by sending an e-mail to Anne.Bell@cityoftracy.org stating interest in the RFQP and contact information by October 18, 2018.  Changes and clarifications to the RFQP will be sent to those firms that have registered and identified themselves as an interested responder. 


4.  The services to be performed by the successful proposer are described in the Request for Qualifications and Proposals which can be obtained by contacting Anne Bell at the aforementioned E-mail address or calling 209-831-6859.  Any questions should be directed to Anne Bell.


5.  All responsive statements of qualifications and proposals shall be reviewed and evaluated by the CITY in order to determine which proposer best meets the CITY’s needs for this Project by demonstrating the competence and professional qualifications necessary for the satisfactory performance of the required services.  The criteria by which the CITY shall evaluate Qualifications and Proposals are set forth in the RFQP.


6.  The CITY reserves the right to reject any and all Proposals or waive any irregularities in any proposal or the proposal process.
