12.06.17 PC Public Hearing

         The City of Tracy Planning Commission will conduct Public Hearings on Wednesday, December 6, 2017, at 7:00 p.m. or as soon after as possible, in the Tracy City Council Chambers, 333 Civic Center Plaza, Tracy, to consider the following:


ALVAREZ ANNEXATION – A proposal to annex approximately 9.1 acres of vacant land into the City limit.  The property is located adjacent to, and west of, the Holiday Inn Express, on the south side of Larch Road, and on the north side of Interstate 205 (Assessor’s Parcel Numbers 212-170-33 and 34).  The zoning for the site is proposed to be a new zone classification in the City of Tracy, the Community Recreation Support Services (CRS) Zone, which would allow for a range of commercial and recreation-supporting uses.  This zone would take effect once the annexation process has been completed.  A Mitigated Negative Declaration is proposed to be adopted for this project, in accordance with the California Environmental Quality Act.  There is no specific development proposed as part of the proposed project.  The project planner is Alan Bell, Senior Planner, (209) 831-6426 or alan.bell@cityoftracy.org. 


FOUR-STORY, HOME2 SUITES HOTEL AT THE NORTHWEST CORNER OF GRANT LINE ROAD AND CORRAL HOLLOW ROAD – On May 2, 2017, the Tracy City Council approved a four-story, 94-room, Home2 Suites Hotel at the northwest corner of Grant Line Road and Corral Hollow Road (Assessor’s Parcel Numbers 214-020-34 and 35).  The current proposal is to modify the site plan and exterior architecture of the building.  No changes are proposed to the previously approved number of rooms or size of the project.  A Negative Declaration was adopted for this project in accordance with the California Environmental Quality Act Guidelines on May 2, 2017.  The applicant is Clover Hotel Partners, LP.  The project planner is Alan Bell, Senior Planner, (209) 831-6426 or alan.bell@ci.tracy.ca.us.


APPLICATION NUMBERS GPA15-0003, SPA15-0003, ZA17-0012, AND DA16-0001: APPLICANT IS THE SURLAND COMPANIES  A recommendation to the City Council regarding approval of a General Plan Amendment, an Ellis Specific Plan Amendment, a Zoning Ordinance Amendment, and a Development Agreement Amendment for the Ellis Project.  The Ellis Specific Plan Area consists of approximately 321 acres located in the vicinity of Ellis Town Drive between Corral Hollow Road and Lammers Road.  City Council certified an Environmental Impact Report (EIR) for the Ellis Project on January 22, 2013.  In accordance with California Environmental Quality Act (CEQA) Guidelines Section 15164, an Addendum to the EIR was prepared for the proposed amendment to the Ellis Project.  The project planner is Scott Claar, Senior Planner, 209-831-6429 or scott.claar@cityoftracy.org. 


All interested persons are invited to be present and to submit statements orally or in writing before or during the meeting.
