Project Location:                     Along Corral Hollow Road between West Schulte Road and West Linne Road, City of Tracy, California.
Project Description:                 The City of Tracy proposes to reconstruct and widen an approximately 2-mile segment of Corral Hollow Road from two lanes to four lanes. Corral Hollow Road, including the approximately two-mile long portion to be widened, is a north-south roadway located in the central portion of the City. From north to south the project: (1) includes West Schulte Road; (2) crosses the Union Pacific Rail Road right-of-way (tracks) and continues past Parkside Drive, Mountain View Road, Midway Drive, Starflower Drive, Kagehiro Drive; (3) crosses the Main Canal/Upper Main Canal (West Side Irrigation District); and, (4) and continues south past Valpico Road, Peony Drive, and Middlefield Drive. The alignment then crosses a second Union Pacific Rail Road track right-of-way (tracks) to terminate just south of the West Linne Road intersection.
The Corral Hollow Road Plan Line Study indicates the proposed right of way dimensions and affected APNs for the project. The proposed right of way width varies from 88 feet (minimum) to about 109 feet in width. The proposed project extends from Plan Line Station 1+00 to Station 104+50 of the Corral Hollow Road Plan Line Study (see IS/MND Attachment 2, Sheets 1 through 8), as adopted by the City Council in November 2016.
The proposed project includes modification of intersections at Valpico Road and West Linne Road. Traffic signals are to be installed, at such  future time as signals are needed, at Parkside Drive, Valpico Road, and West Linne Road. The existing signalized intersections at Starflower Drive, Ellis Town Drive/Peony Drive and Middlefield Drive will be modified, as required. Wider cross-sections (than 88-feet) will be provided along certain portions of the roadway, based on using existing conditions such as the existing sidewalks and other area features.
When the planned arterial roadway is fully built, modifications will include construction of curb, gutter, wheel chair ramps, continuous sidewalks, bicycle facilities, streetlights, landscaping, traffic marking and striping. The project will also accommodate storm drainage improvements to allow future connection with the City’s planned Detention Pond 3A.
Due to existing development in the project area, the proposed Corral Hollow Road design is expected to use a minimum 88-foot wide right of way. The 88-foot wide right of way would provide two travel lanes (11-foot each) in each direction (north and south); an 8-foot wide safety/service lane; and 5 to 10-foot sidewalks. Between the travel lanes would be located a14-foot wide center median/left turn pocket area that may be raised or striped.
To accommodate the arterial roadway as planned, additional road right of way is needed. Additional right of way averaging about 14 feet in width, and ranging from 7.5 feet to 35 feet in width, would be purchased from approximately 54 adjoining residents, churches, developers and other property owners. Temporary construction easements and long-term public utility easements will also be acquired from each property owner, as needed.
IS/MND:                                  An Initial Study/Mitigated Negative Declaration (IS/MND) has been prepared outlining the project environmental impacts and mitigation measures to reduce identified impacts to less than significant levels for protection of the environment. Mitigation measures are incorporated for the following environmental topics: aesthetics; air resources/greenhouse gas emissions; biological resources/land use; cultural resources; geology/soils/ hydrology/water quality, and utility systems; hazards/traffic, noise and transportation.
Determination:                        The City has reviewed and considered the proposed project and has determined that the project will not have a significant effect on the environment, with substantial supporting evidence provided in the Initial Study, and implementation of project mitigation measures. The City hereby prepares and proposes to adopt a Mitigated Negative Declaration for this project.
Public Review:                        A 30-day public review period for the Mitigated Negative Declaration/ Initial Study will commence on October 27, 2017 and will end on November 30, 2017 for interested individuals and public agencies to submit written comments on the document. Any written comments on the Initial Study/Mitigated Negative Declaration should be sent to the attention of Kuldeep Sharma, Director of Utilities and must be received at the City of Tracy, Utility Department, 3900 Holly Drive, Tracy, CA 95304 by 5:00 PM on November 30, 2017. The project file and copies of the Mitigated Negative Declaration/Initial Study are available for review at the City of Tracy at the address listed above and on the City’s website at http://www.ci.tracy.ca.us/?navid=450#7277.
Public Hearing:                       A public hearing to consider project approval and adopt the Mitigated Negative Declaration is tentatively scheduled before the City of Tracy City Council on December 19, 2017 at 7:00 PM or as soon thereafter as possible, in the City Council Chambers located at 333 Civic Center Plaza, Tracy, CA 95376. All interested parties are invited to be present and to submit statements orally or in writing before or during the meeting. Should you decide to challenge the decision of the City Council you may be limited to those issues that were raised for consideration at the hearing.
