City of Tracy Appoints New City Attorney

Posted: Sep 12, 2017
Location: Tracy, Calif.

During the September 5, 2017 Tracy City Council meeting, the Council will consider an employment agreement with Thomas Watson to serve as the new City Attorney. This comes after Tracy City Attorney, Bill Sartor, announced his retirement, effective November 15, 2017. Mr. Watson currently serves as the City Attorney for the City of South Lake Tahoe.

“We are delighted to have Mr. Watson join the Tracy team as City Attorney,” stated Mayor Robert Rickman. “His extensive legal background and history in the Central Valley makes him a perfect fit for Tracy.”

Mr. Watson is a graduate of Santa Clara University, and has served as the City Attorney for South Lake Tahoe since 2013. He has served in numerous government capacities since 1989, and specializes in municipal law and construction litigation. Prior to his employment with the City of South Lake Tahoe, he served as a contract City Attorney for six cities within Fresno and Tulare Counties, and established a private construction litigation firm, representing various clients in the Central Valley. He also served as Deputy County Counsel for Tulare County from 1992 to 1994.

“I am both thrilled and humbled the Council has selected me as the City Attorney for the City of Tracy. I look forward to working with the Council and staff to continually improve economic growth and the quality of life for all its residents. I view my role as maintaining the high standards of legal representation for the City and will devote all my knowledge and skill to that end,” stated Mr. Watson.

Mr. Watson is married to Jennifer Watson, a university professor, and is the father of two adult children. He is an avid outdoorsman, enjoying backpacking and skiing as recreational vocations. Mr. Watson has worked with non-governmental organizations on four continents, served as a judge for international legal competitions in Europe and China, and has taught American Constitutional law in Siberia, Russia.

Under the terms of the proposed employment agreement, Mr. Watson will begin his role as Tracy City Attorney effective November 16, 2017.
