Notice of Request for Qualifications and Proposals for Bond Trustee & Fiscal Agent Services

1.   NOTICE IS HEREBY GIVEN that the CITY OF TRACY (hereinafter "CITY") requests statements of Qualifications and Proposals for Bond Trustee and Fiscal Agent (“Trustee”) services for the City of Tracy. Responses are to be provided to Anne Bell, City of Tracy Finance Department by 6:00 p.m., on December 1st, 2016. Responses may be e-mailed to Anne.Bell@ci.tracy.ca.us OR mailed to Anne Bell’s attention at 333 Civic Center Plaza, Tracy, CA 95376Tracy, California.
2.   The services to be performed by the successful proposer are described in the Request for Qualifications and Proposals which can be obtained by contacting Anne Bell at the aforementioned E-mail address or calling 209-831-6859. Any questions should be directed to Anne Bell.

The objective of this Request for Qualifications and Proposals (RFQ/RFP) is to procure the services of a bond trustee, fiscal agent and paying agent (collectively, “Trustee”) that will assist and advise the City in all bond finance matters related to the issuance and maintenance of bonds and debt obligations. The Trustee will be expected to provide the range of expertise necessary to carry out the all the functions of Trustee as set forth in the Scope of Services.

3.   Proposals that are mailed shall be submitted and clearly marked as follows: “SEALED PROPOSAL FOR THE CITY OF TRACY BOND TRUSTEE AND FISCAL AGENT SERVICES – DO NOT OPEN WITH REGULAR MAIL.” Otherwise, proposals may be E-mailed to Anne.Bell@ci.tracy.ca.us.
4.   All responsive proposals shall be reviewed and evaluated by the CITY in order to determine which respondent, best meets the CITY’s needs by demonstrating the competence and professional qualifications necessary for the satisfactory performance of the required services. The criteria by which the CITY shall evaluate proposals are set forth in the Request for Qualifications and Proposals.
5.   The CITY reserves the right to reject any and all Statements of Qualifications and Proposals or waive any irregularities in any proposal or the proposal process.
