05 25 16 PC Public Hearing Notice

The City of Tracy Planning Commission will conduct a Public Hearing on Wednesday, May 25, 2016, at 7:00 p.m. or as soon after as possible, in the Tracy City Council Chambers, 333 Civic Center Plaza, Tracy, to consider to the following:
D16-0014: Modified Parking Area for Sutter Tracy Care Center at 418, 424, 430, 432, and 434 West Eaton Avenue - Applicant is David O. Romano and Property Owner is Tracy Hospital Foundation. Public Hearing for a Development Review application for parking area improvements on the south side of Eaton Avenue to serve the recently approved Sutter Tracy Care Center. A parking area excluding the property at 430 W. Eaton Avenue was previously approved on April 7, 2015. The proposed parking lot modifications now include this property and would amend the parking lot previously approved under Development Review Application Number D14-0003. The project is categorically exempt from the California Environmental Quality Act pursuant to CEQA Guidelines Section 15332 pertaining to in-fill development projects. General Plan Amendment amending Chapter 8, Section II of the General Plan Safety Element as it pertains to flooding; and amending Chapter 9.52 (Floodplain Regulations) of the Tracy Municipal Code to comply with State law regarding flooding – More specifically, the proposed amendments include General Plan Text Amendment amending Chapter 8, Section II of the General Plan Safety Element as it pertains to flooding and incorporating new policies and implementation measures related to the 200-year Flood Risk and Protection and adding Figures 8-2(A) and 8-2(B) to the General Plan Safety Element (Areas Requiring Jurisdictional Interpretation with Respect to SB 5); and text amendment to Chapter 9.52 (Floodplain Regulations) of the Tracy Municipal Code to comply with State Law regarding flooding; SB 5 (2007) and SB 1278 (2012). This City-initiated proposal is exempt from the California Environmental Quality Act (CEQA) Guidelines Section 15061(b)(3) as all future applications for any discretionary approvals related to the project would be required to comply with the General Plan and applicable sections of the Municipal Code (i.e. Zoning and Floodplain Regulations) and would be subject to compliance with CEQA based on the individual characteristics and potential for environmental impacts, and no additional CEQA documentation is required for this project. The project planner is Nash Gonzalez, Contract Planner, (209) 831-6443.
All interested persons are invited to be present and to submit statements orally or in writing before or during the meeting.
Should you decide to challenge the decision of the Planning Commission, you may be limited to those issues that were raised for consideration at the hearing.
