Notice of Request for Proposal for Underwriting Services

1. NOTICE IS HEREBY GIVEN that the CITY OF TRACY (hereinafter "CITY") requests Proposals for underwriting services associated with financing for future Community Facilities Districts associated with new development projects. Responses are to be provided to Anne Bell, Administrative Services Department Mgt. Analyst II  by 5:00 p.m., on the 26th of April 2016. Proposals may be mailed to Anne Bell’s attention at 333 Civic Center Plaza, Tracy, CA 95376OR e-mailed to Anne.Bell@ci.tracy.ca.us.

2.   The services to be performed by the successful proposer are described in the Request for Proposals which can be obtained by contacting Anne Bell at the aforementioned E-mail address or calling 209-831-6859. Any questions should be directed to Anne Bell.

The objective of this request is to establish a pool of qualified underwriting firms, to provide as needed, professional services to the City of Tracy (“City”) to conduct bond underwriting transactions over the next seven (7) to fifteen (15) years.
The City anticipates future financings for Community Facilities Districts associated with new development projects, infrastructure projects, and refinancing projects which are anticipated to occur over the next 15 years, commencing in May, 2016. Proposed development in the City of Tracy during this period is expected to include 8,299 new residential units and related infrastructure, and 17.9 million square feet of non-residential development. 

3.   Proposals that are mailed shall be submitted and clearly marked as follows: “SEALED PROPOSAL FOR THE CITY OF TRACY COST OF SERVICE STUDYDO NOT OPEN WITH REGULAR MAIL.” Otherwise, proposals may be E-mailed to Anne.Bell@ci.tracy.ca.us.
4.   All responsive proposals shall be reviewed and evaluated by the CITY in order to determine which proposer, or proposers, best meet the CITY’s needs by demonstrating the competence and professional qualifications necessary for the satisfactory performance of the required services. The criteria by which the CITY shall evaluate proposals are set forth in the Request for Proposals.
5.   The CITY reserves the right to reject any and all Statements of Qualifications and Proposals or waive any irregularities in any proposal or the proposal process.
