Public Information FOR THE City of Tracy Recycled Water Project

PROPOSALS will be accepted by the City of Tracy

at the Utilities Department Wastewater Treatment Plant

3900 Holly Drive,
Tracy, California 95304,

NOVEMBER 10, 2015

The California Department of Water Resources has recommended that the City of Tracy receive an $18 million grant for implementing recycled water use in and around Tracy. Total project cost is estimated to be $21.5 million. The project is to obtain the necessary approvals, construct recycled water transmission pipelines and pump stations.

Recycled water is not currently utilized in Tracy and this project will initiate recycled water usage for landscaping at parks, sports fields, school landscaping and playgrounds, street median islands, industrial cooling and for agricultural irrigation. The City requires professional services from qualified Consultants / Companies for informing, coordinating and educating the residents and stakeholders for this forthcoming use of the recycled water supply, its benefits and potential impacts.

The anticipated scope of work is to prepare a work plan, prepare public information in electronic and printed format regarding the benefits and safety of recycled water, conduct approximately 20 key stakeholder interviews to inform them of the project and solicit ideas or concerns, and prepare a written summary of the interview findings. The scope shall also include one presentation to the City Council addressing the issues related to the proposed use of the recycled water to the above facilities. The Consultant shall prepare a professional video / CD regarding the use of the recycled water for broadcasting in the public TV channel in the City for informational and educational purposes. If there are other services that may be desirable during this phase of the project, please include them for consideration.

Please submit three copies of the proposal describing your experience in successfully preparing, coordinating, educating and conducting public meetings related to recycled water. The proposal should also include the list of the team members and their qualifications, proposed scope of work and an estimate of the labor requirements (in a separate sealed enveloped) to accomplish the work.   The proposal should be submitted to the attention of Janis Couturier, City of Tracy Wastewater Treatment Plant, 3900 Holly Drive, CA 95304, on or before November 10, 2015.
