The City of Tracy is seeking program management (PM) services for the construction of the recycled water facilities associated with the award of the Department of Water Resources (Franks Tract Grant) Grant. The grant funded project involves design and construction of the initial recycled water facilities for the City of Tracy and is expected to cost $21.5 million ($17.2 million in construction cost). The Grant money shall be expended by December 31, 2018. The Grant Award documents and the Recycled Water System Value Engineering Report (WJM C&E) are included as attachments to this RFP.
The services of the program management consultant will include coordinating with the Department of Water Resources for compliance with the grant requirements and assisting the City in managing the various consulting firms on an as needed basis. The PM will mainly be responsible for the following:
·        Establishing and maintaining project milestones by coordinating with the Utilities Department, Consultants and other stakeholders;
·        Facilitating regular project meetings;
·        Coordination with key City staff involved with the project;
·        Assisting the City in developing, coordinating, and initiating the City Recycled Water Program;
·        Organizing and overseeing cross connection surveys of recycled water use sites;
·        Providing overall project coordination and reporting  to the Utilities Department;
·        Assisting the City in managing design  consultants;
·        Provide review of Basis of Design, Pipeline Corridor Study, and pipe/pump station design plans;
·        Coordinating and Reporting to the Department of Water Resources; and
·        Providing periodic presentations to the Water Board and City Council as needed.
Consultant Selection
Interested firms shall demonstrate in their proposals an extensive understanding of the project. Proposals will contain the following:
·        Project understanding;
·        Approach to work;
·        Project team (provide resumes of the key proposed staff on the project);
·        Prior experience with the City and similar projects; and
·        Estimate of Labor (in a separate sealed envelope.
Proposal Due Date
Proposals are due to the City by noon on Wednesday, October 28, 2015. Three copies of the proposals will be addressed to Kul Sharma, Director of Utilities at the City of Tracy. Proposals shall include a separate sealed envelope containing estimates of labor hours and the proposed cost. 
The City may select the best firm from the proposals received and may interview selected firms. Firms will be notified by Friday, November 6, 2015, if they have been selected. Interviews will occur on Thursday, November 12, 2015.
