Leticia Ramirez - City Attorney

Leticia Ramirez currently serves as the City Attorney for the City of Tracy. Leticia advises City departments on a wide range of transactional matters such as issues relating to land use, public contracting, cannabis, public works, purchasing, municipal finance and utilities. Her duties include reviewing policies, procedures and projects to ensure compliance with state and federal laws, including the Subdivision Map Act, the California Environmental Quality Act, the Brown Act, and the Public Records Act, and advising the Planning Commission.

Before joining the City, Leticia worked with a law firm serving public agencies where she provided general counsel representation to cities and special districts on various issues such as public contracting, land use, municipal finance, code enforcement, and public works. Ms. Ramirez holds a Bachelor's Degree in History from Stanford University and a Juris Doctor from UCLA School of Law.

Bianca Rodriguez - Assistant City Attorney

Bianca Rodriguez joined the City of Tracy as a Deputy City Attorney in May 2017. Prior to serving the City of Tracy, Ms. Rodriguez served as a Deputy County Counsel for the County of San Diego. Her experience in local government includes working as a law clerk with the County of Alameda and the County of Yolo. Ms. Rodriguez graduated from University of California Hastings College of the Law where she was a member of the UC Hastings Constitutional Law Quarterly and completed an externship with the U.S. Attorney’s Office, Northern District of California, Criminal Division. Ms. Rodriguez holds a Bachelor’s Degree in Political Science from the University of California, Davis.


Riana joins the City of Tracy after practicing civil litigation with private law firms.  As a litigation associate, Riana defended general liability matters and represented a variety of entities including public agencies in federal and state court.  During and after law school, Riana served as a certified law clerk in various district attorney’s offices including San Joaquin County. Riana is a graduate of Saint Mary’s College and Santa Clara University School of Law.  Riana was born and raised in Tracy, and currently lives in Tracy with her husband and son.
