Human Resources

The Human Resources Department is the glue that keeps the inner workings of the City together. On the outside, this department is best known as the place to turn for a job with the City…but there’s so much more to Human Resources.

Tasked with training and development of City staff, Human Resources works behind the scenes to make sure employees receive the necessary assistance to continue to improve their work performance.

Whether it’s assisting with education, departmental teambuilding or helping to groom staff for leadership roles; Human Resources helps guide City employees toward achieving their optimal skills to best serve Tracy residents.

Of course recruitment and hiring is the public face of the Human Resources Department. The public can check for jobs online, stop by the front counter and look at the job board, or sign up for notifications of openings within the City of Tracy.

Kimberly Murdaugh - Director of Human Resources

Kimberly Murdaugh has served as the Director of Human Resources since October of 2018, after joining the City of Tracy team as the Human Resources Manager the previous year. As the Director of Human Resources, Ms. Murdaugh leads a team of talented HR professionals who provide the following services for over 500 City of Tracy employees: employee recruitment and selection, employee relations, labor relations, benefits administration, employee recognition, classification and compensation, performance management, teambuilding, leadership development and training; as well as risk management, liability, workers’ compensation and workplace safety.

Kimberly Murdaugh is passionate about ensuring the HR Department is a strategic partner to all of the other city departments, especially when it comes to employee recruitment. Last year, she and her HR team facilitated the successful approval of 10 labor agreements, managed a smooth healthcare provider transition and made significant strides toward the recent implementation of new training software for City employees.

Prior to her appointment with the City of Tracy, Ms. Murdaugh served as the Director of Human Resources & Business Operations with the Housing Authority of the County of Stanislaus for two years. Before that, she spent four years providing contract negotiations and employment support to more than a dozen employee associations as a Labor Representative with Goyette & Associates, Inc.

Before becoming a Labor Representative, Ms. Murdaugh served the City of Modesto for seven years beginning as a Human Resources Analyst and promoting to an Employee Relations Coordinator. During her time with the City of Modesto, she gained experience in labor and employee relations, recruitment and selection, classification and compensation, investigations, training, performance management and strategic plan implementation. Prior to joining the City of Modesto, Ms. Murdaugh worked for Enterprise Rent-A-Car, where her career in Human Resources began in 2001.

Kimberly Murdaugh has over 18 years of human resources experience and holds a Bachelor’s degree in Business Administration from California State University, Stanislaus. She possesses CalGovHR Certified Professional (CCGHR-CP) and International Public Management Association for Human Resources Senior Certified Professional (IPMA-SCP) credentials. Ms. Murdaugh is also a member of the California Employee Labor Relations Association and International Public Management Association for Human Resources.
