City Departments

Finance Department

The Finance Department ensures the fiscal foundation necessary to deliver community services.

The Department is responsible for City budget preparation and compliance, accounting and financial reporting, debt issuance and management, accounts payable, City employee payroll preparation, utility billing, business licensing, accounts receivable, cashiering and sales. The Finance  Department also includes the elected office of City Treasurer who oversees the investment of City funds.


New Utility Billing System

The City of Tracy is pleased to announce the conversion to a new Utility Billing System.  This new system will be more efficient in processing utility billing statements and payments, while offering more customer service functionality.  The tentative start date is July 15, 2019

  • Utility statements will have a new look
  • Account numbers will change.  If you make your payment through online bill pay, you will need to update your account number after receiving you new statement
  • The City will be moving to a new customer self-service web portal offering additional functionality
