City of Tracy Increases Efforts to Conserve Water

Public Hearing Scheduled to Propose Phase II Water Restrictions

In response to ongoing drought conditions, the City of Tracy has heightened its education and outreach efforts to further encourage water conservation and reduce water waste in the community. Public outreach is being achieved through educational utility bill inserts and conservation advertisements in local movie theaters, the City’s Government Outreach system and mobile app, GoRequest. In addition, the City has implemented water patrol resources and taken steps to strategically reduce irrigation at City facilities, local parks and landscaped medians. 

“Through the first half of the year, Tracy has reduced water consumption by 13%; however, during the month of July a 25% reduction was realized community-wide. The Governor is requesting that we maintain an average 20% reduction throughout the year,” stated Water Resources Analyst, Stephanie Reyna-Hiestand. “It is important that we continue to monitor our water use and conserve wherever possible should this drought continue into 2015.”
Currently, the City’s Phase I Water Conservation Measures are in place; however, due to state actions, staff will recommend that the City implement mandatory Phase II Water Restrictions per Tracy Municipal Code 11.28. A public hearing will be scheduled for August 19, 2014 to allow the City Council to consider and approve the water restrictions. Phase II water restrictions include the following:
  • Restricts flagrant water waste or excessive runoff of water at any time.
  • Requires proper maintenance of all plumbing and irrigation systems.
  • Requires use of a hose with a self-closing “trigger” handle for all outdoor uses.
Landscapes may be irrigated:
  • At any time provided that the person irrigating the landscape is present outdoors and remains in full control of the water usage.
  • Unattended between the hours of 7:00 p.m. through 9:00 a.m.
Sidewalks/Driveways/Car Washing:
  • Washing of non-commercial sidewalks, driveways, porches, or other outdoor surfaces is prohibited.
  • Washing of commercial sidewalks, driveways, parking lots or other outdoor surfaces is prohibited (by State regulation).
  • Individual residential car washing is allowed only with the use of a self-closing “trigger” spray nozzle.
At this time, these are voluntary actions on the part of the customers until Phase II restrictions are implemented by Council. Violations of Phase II water restrictions can result in fines from $100 up to $500; however, the City recommends outreach and education over penalties whenever possible. State agencies may impose fines up to $500.
