This is to advise you that sealed bid proposals for the
AIP NO. 3-06-0259-16
CIP 77037
will be accepted by the City of Tracy, at the City Clerk’s Office, City Hall Second Floor, 333 Civic Center Plaza, Tracy, California 95376, until:
TUESDAY, AUGUST 12, 2014 @  2:00 p.m.
The project is more specifically defined in the plans and specifications, but generally consists of the reconstruction of Runway 12-30 and Taxiways B, D, and E and of the runway/taxiway intersection at the Tracy Municipal Airport, located within the City of Tracy, as described in these special provisions and shown on the plans entitled “Tracy Municipal Airport, Reconstruction of Runway 12-30 and Taxiways B, D, and E and the Runway/Taxiway Intersection, Schedule A and Schedule B” AIP No. 3-06-0259-16, CIP 77037. In general, work will consist of reconstruction of runway and taxiway pavements by pulverizing existing asphalt and aggregate base and placing and compacting this pulverized material as aggregate subbase, and then placing new aggregate base and bituminous surface course, marking, drainage, lighting, and raising existing electrical structures, along with other items of work that are required by the Plans and Specifications. The Engineer’s estimate will not be released until the bids are publicly opened.
The plans for this project have been prepared with two schedules, as follows:
Ø Schedule A:
o   Phase 1 – Temporary Runway 12 Threshold Relocation – Marking and Lighting
o   Phase 2 – Reconstruct Runway 12-30 North 900 feet plus blast pad, Runway 8-26 intersection with Runway 12-30, Taxiways A and B at Runway intersection, and Taxiway E
Ø Schedule  B – Reconstruct Runway 12-30 South 3,100 feet plus blast pad, Taxiway B South 2,900 feet, and Taxiway D
The award of this project is contingent upon a grant offer from the Federal Aviation Administration and acceptance of the grant offer by the City of Tracy.

Pre-Bid ConferenceA non-mandatory pre-bid conference will be held at 10:00 AM on Wednesday, July 30, 2014 at the City of Tracy Public Works Office, 520 Tracy Boulevard in Tracy. All prospective bidders are encouraged to attend this meeting. 
Federal Provisions. The work to be done is being financed in whole or in part by means of a grant made by the United States acting through the Federal Aviation Administration of the Department of Transportation. This project is subject to the Federal provisions, statutes and regulations as set forth below and in the project specifications:
Ø Buy American Preference - This contract is subject to the “Buy American” preferences of the Aviation Safety and Capacity Act of 1990. Per Title 49 U.S.C. Section 50101, all steel and manufactured products installed under an AIP assisted project must be produced in the United States unless the Federal Aviation Administration has granted a formal waiver. As a condition of bid responsiveness, bidders must indicate whether it intends to meet Buy American preferences by only installing steel and manufactured products produced within the United States of America; or if it intends to seek a permissible waiver to the Buy American preferences – See certification included in the Bid Proposal.
Ø Foreign Trade Restriction – 49 CFR Part 30 – A completed and signed Certification Regarding Trade Restriction Clause must be submitted with the bid for this contract. This certification is included in the Bid Proposal.
Ø Davis-Bacon Act, as amended – 29 CFR Part 5
Ø Affirmative Action – Executive Order 11246 and 41 CFR Part 60-4
Ø Debarment, Suspension, Ineligibility and Voluntary Exclusion – 49 CFR Part 29 - A completed and signed Certification Regarding Debarment, Suspension, Ineligibility and Voluntary Exclusion must be submitted with the bid for this contract. This certification is included in the Bid Proposal.
Ø Requirements for Drug-free Workplace – Title 49 Part 29 Section 47105(d)
Ø Disadvantaged Business Enterprise – 49 CFR Part 26 – The City of Tracy, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. The DBE goal for this project is 7.2% of the total bid amount. The bidder shall make good faith efforts as defined in Appendix A, 49 CFR Part 26, to meet the contract goal for DBE participation in the performance of this contract. This contract can be awarded without the lowest responsive bidder meeting the goal or demonstrating good faith efforts to meet the goal.
Bids are required for the entire work as described herein, and shall be made upon the Bid Forms included in the attached Bid Documents in accordance with the Notice to Bidders. Bid Documents and Addendums shall be placed on the City Website at www.ci.tracy.ca.us. Hard copies of the construction documents are not available at the Office of Director for sale.
