COMMISSION/BOARD:        Parks and Community Services Commission
MEETINGS:                          First Thursday of the month at 7:00 p.m. 
COMPENSATION:                $50 per meeting not to exceed $100.00 per month
POWERS AND DUTIES: The Parks and Community Services Commission shall have the general powers and duties to:
·         Establish rules and regulations governing the conduct of recreation programs, protection of property, and activities of persons in all parks.
·         May establish rates, charges and deposits for the use of any and all recreation facilities.
·         Hold public hearings on recreation programming and facility usage; and conduct investigations and surveys for the purpose of obtaining facts and data concerning recreation programs.
·         Review grants, facility development and design, and recreation programs.
·         Advise the City Council on the subject of recreation and facility master planning and development.
·         Make recommendations to the City Council regarding the right to exclude persons; to regulate traffic, including pedestrian, equestrian and vehicular; regulate the operation and use of bicycles; the keeping or use of animals; the conducting of assemblies, contests, games and sports; regulation of activities such as merchandising, advertising, gambling, solicitation, and imbibing of alcohol; from or in any and all recreation facilities.
·         Forward appeals of any actions of the Commission to the City Council.
·         Hear appeals of decisions made by the Parks and Community Services Department Director under TMC 4.40.150 (Special Event Permits).
·         Hear appeals of park permits issued or denied by the Parks and Community Services Department Director under TMC 4.16.160 (Regulations Pertaining to the Use of Park and Recreation Areas and Facilities).
QUALIFICATIONS: The Parks and Community Services Commission shall consist of seven members of which one member shall be appointed by the Tracy Unified School District. The members shall be citizens, but not City officials or employees of the City, and must reside within the Tracy city limits. All members shall serve at the pleasure of the appointing body and may be terminated at any time by motion of the appointing body.
If a member of the Commission fails to attend four consecutive regular meetings in any calendar year, his or her position on the Commission shall automatically become vacant. Absences may not be excused; however, a commissioner may request a leave of absence as outlined in the Bylaws. 
The terms for incumbent members heretofore appointed shall be extended to four years.  If a vacancy occurs other than by the expiration of a term, it shall be filled by an appointment to the unexpired portion of such term.
