Citywide Parks Master Plan

The Parks Master Plan is part of an overall City effort to identify Tracy’s infrastructure needs for parks, public facilities, water, roadways, stormwater, wastewater and public safety. The Master Plan was created to summarize needs for parks, recreation and trails, in new and existing residential areas. The Master Plan updates existing policies, guidelines and probable construction costs for new park development as well as provides development guidance for vibrant, sustainable parks and trails in existing and future service areas in order to attract new residents and promote quality of life for all.

The update process to the Citywide Parks, Recreation and Trails Master Plan kicked off in April 2019 and was categorized into seven main phases: 


1.    Project Initiation

2.   Existing Parks and Recreation Assessment

3.    Community Needs Assessment and Comprehensive Profile

4.     Vision Recommendations and Projects

5.   Parks Maintenance and Lifestyle Replacement Analysis

6.    Final Draft Master Plan

7.    Final Master Plan (anticipated to be complete in June 2021)

Tracy’s Parks and Community Services Commission (PCSC) selected a consultant team, led by WRT, to engage the community, evaluate existing conditions, and ultimately develop the plan. Community engagement activities for this update process occurred in summer 2019 and included foundational meetings, advisory commissions, pop-up and targeted outreach events as well as, surveys and community workshops. Additional public comment opportunities are anticipated in spring 2021 when the Final Draft Plan is presented to the PCSC (date is subject to change).
