 NOTICE OF REQUEST FOR QUALIFICATIONS AND PROPOSALS

 

1.  NOTICE IS HEREBY GIVEN that the CITY OF TRACY (hereinafter "CITY") requests Qualifications and Proposals to prepare Material Recovery and Solid Waste Transfer Financial Analyses (hereinafter “Project”).  Responses are to be submitted to Anne Bell,  Management Analyst II, CITY of Tracy Finance Department, 333 Civic Center Plaza, Tracy, CA 95376 Tracy, California; up to the hour of 5:00 p.m., on the 27th day of November, 2012 in lieu of November 15, 2012.

 

 2.  The services to be performed by the successful proposer are described in the Request for Qualifications and Proposals.  Additional copies of the Request are available from Anne Bell, Management Analyst II, CITY of Tracy Finance Department, 333 Civic Center Plaza, Tracy, CA 95376 Tracy, California  Anne.Bell@ci.tracy.ca.us; 209-831-6859; FAX 209-831-6848.  Any questions should be directed to Anne Bell.

The general scope of services includes performing financial analyses and assisting the CITY of Tracy with determining the most financial, advantageous structure for a new service Agreement with a private company to provide solid waste material recovery and transfer services within the CITY of Tracy.  The proposed rate to process solid waste generated from the CITY of Tracy must be examined for reasonableness and competitiveness with similar operation in other like communities.

 

3.   Statements of Qualifications and Proposals shall be submitted and clearly marked as follows:  SEALED PROPOSAL FOR MATERIAL RECOVERY AND SOLID WASTE TRANSFER FINANCIAL ANALYSES, ATTENTION ANNE BELL, CITY OF FINANCE DEPARTMENT – DO NOT OPEN WITH REGULAR MAIL.”

 

4.   All responsive Statements of Qualifications and Proposals shall be reviewed and evaluated by the CITY in order to determine which proposer best meets the CITY’s needs for this Project by demonstrating the competence and professional qualifications necessary for the satisfactory performance of the required services.  The criterion by which the CITY shall evaluate Qualifications and Proposals is set forth in the Request for Qualifications and Proposals.

 

5.   The CITY reserves the right to reject any and all Statements of Qualifications and Proposals or waive any irregularities in any proposal or the proposal process.
