TRACY CITY COUNCIL ADOPTS URGENCY ORDINANCE AUTHORIZING THE CITY MANAGER TO WAIVE CERTAIN FEES, EXTEND DURATION OF TEMPORARY USE PERMITS, AND ISSUE SPECIAL EVENT PERMITS TO SUPPORT LOCAL BUSINESSES

 The City of Tracy City Council adopted an urgency ordinance that authorizes the City Manager to extend the duration of temporary event permits, issue special event permits, and waive certain permit fees during the current public health emergency. Social-distancing requirements and other health and safety guidelines to minimize the risk of spread of COVID-19 have local businesses adapting operations. With this action, the City of Tracy is working to support local businesses in their efforts to operate in compliance with State and County guidance, while safeguarding the health of the community.

“To comply with State and County health orders and regulations, various indoor activities and business operations must now move outside. Given this, it becomes critical that the City take action to help our businesses meet these new requirements. Adoption of the urgency ordinance helps to ensure the continued viability of our local businesses who are the fabric of our community,” states Jenny Haruyama, Tracy City Manager.

The urgency ordinance authorizes the City Manager to waive fees and extend the duration of temporary use permits for up to 180 days, waive encroachment permit fees, and issue special event permits, to enable local businesses to comply with State and County social-distancing and other health and safety guidelines, such as moving dining and fitness operations outside. Additionally, the ordinance grants authority to issue special event permits allowing the consumption of alcoholic beverages on public property. Under the urgency ordinance, the City Manager is allowed to waive up to $25,000 in fees across all businesses.
