Oakland Police Captain Selected as Tracy's New Chief of Police

Sekou Millington Set to Begin Serving as Police Chief on Monday, January 27th

Following an extensive national recruitment, multiple community forums and a public survey engaging our residents and business owners in dialogues about public safety issues and the Police Chief recruitment, the City of Tracy is pleased to announce the selection of our new Chief of Police: Oakland Police Department Captain Sekou Millington. 


“It is with great enthusiasm that I appoint Mr. Sekou Millington as Tracy’s next Chief of Police,” said City Manager Jenny Haruyama.  “Chief Millington will bring a leadership approach that embodies inclusivity, innovation and community engagement – all of which are integral to 21st Century policing.  I look forward to working with Chief Millington and know that he will serve as a strong leader for our community and Tracy Police Department.”


Millington is coming to the City of Tracy with over 19 years of law enforcement experience with the City of Oakland.  Captain Sekou Millington served the Oakland community in a number of assignments including, but not limited to Community Policing, where he worked to build and strengthen community-police relationships by partnering with community leaders and stakeholders. He worked narcotics enforcement where he spent time undercover working to get illicit drugs off the streets, conducting investigations where he liaised with federal agencies such as the DEA, FBI, ATF and the US Marshals service, and SWAT, where he served as an Operator, Team Leader and then Tactical Commander. While assigned as the Training Section Commander, Captain Millington also served on the Department and Executive Force Review Boards, where he worked with other executive staff members to formulate strategies to keep the department on the cutting edge of contemporary policing strategies. His final assignment with the Oakland Police Department was as the Internal Affairs Division Commander.


Millington attended Union Institute and University, where he earned a Bachelor’s Degree in Criminal Justice and Master’s Degree in Organizational Leadership. Captain Millington also attended the FBI National Academy Session #2561, where he earned his Certificate of Achievement in Criminal Justice Education from the University of Virginia. Captain Millington is a member of a number of local and national law enforcement organizations including the San Francisco Bay Area Chapter of the National Organization of Black Law Enforcement Executives (NOBLE), where he proudly served as a two-term Chapter President.


“I look forward to engaging in all aspects of the Tracy community,” said Millington of his appointment as Police Chief.  “I intend to build upon the police department’s community policing and engagement efforts through collaboration and the tenets of procedural justice: voice, neutrality, respect and trustworthiness.” 


Millington will begin as Tracy’s Police Chief on January 27th, at which time Alex Neicu will return to his role as Police Captain after stepping up and honorably serving our community as Interim Police Chief since August of 2018.
