CITY OF TRACY CITY COUNCIL
PUBLIC HEARING

The City of Tracy City Council will conduct a Public Hearing on Tuesday, October 1, 2019, at 7:00 p.m. or as soon after as possible, in the Tracy City Council Chambers, 333 Civic Center Plaza, Tracy, to consider the following:

Public Hearing to Authorize, by Implementing Resolution, the Adoption of the Public Safety Impact Fee Update and Updated Public Safety Fees for the Citywide Master Plan Area. A copy of the report is available upon request.


Residential Apartment Project: Development Review Application Number D19-0018 (APL19-0001) – The Applicant is Chris Lyon on behalf of Valpico Glenbriar Apartments, LLC; the Property Owners are Valpico Apartments, LLC and Peter and Kathleen MacDonald. This is an appeal of the Tracy Planning Commission’s denial of the Project on August 14, 2019.

The proposal is a 264-unit, residential apartment complex on approximately 11.62 acres, located on the north side of Valpico Road at Glenbriar Drive, west of the Rite Aid Store at the northwest corner of Valpico Road and MacArthur Drive (Assessor’s Parcel Numbers 246-140-12, -13, and -14). The developer indicates that all or a portion of the project may be for Moderate-Income households for a limited number of years and accordingly, would utilize Regional Housing Needs Allocation provisions of the City’s Growth Management Ordinance. A Negative Declaration was adopted on December 18, 2012 in accordance with the California Environmental Quality Act. An Addendum to that Negative Declaration has been prepared.


All interested persons are invited to be present and to submit statements orally or in writing before or during the meeting.

Should you decide to challenge the decision of the City Council, you may be limited to those issues that were raised for consideration at the hearing.
