2020 Candidate Information

A General Municipal Election will be held in the City of Tracy on Tuesday, November 3, 2020 for the elected position of Mayor, two (2) Members of the City Council, and City Treasurer. The Mayor is elected for two years (2020-2022), and City Council Members are elected for four years (2020-2024). The Treasurer serves a four-year term.

Free Speech Event Permit Application Process 

Question 1: Please explain the financial relationship between the City of Tracy and Tracy Unified School District (TUSD)? I think it consists of School Resource Officers (SROs), crossing guards, and some other items.

Answer 1: While the City and TSUD are two independent agencies, the City partners with the District in providing police school resource officer (SRO) services.  TSUD pays for the cost of this service.  In addition, TUSD, Jefferson School District, and the City jointly provide funding for crossing guard services; however, the City is not obligated to fund this service, but does so in support of our local schools.

Question 2: What would the impact be if the City of Tracy waived all business licensing fees from January 1, 2021 through January 2, 2022?

Answer 2: The City collexts business licenses on a fiscal year basis; the time is from July 1 - June 30. The annual revenue is budgeted at $762,467. For Fiscal Year 2021 first quarter, the City received $677,571. The average small business is under $200 (1-2 employees) with a cap of approximately $2,200. 

Question 3: What is the process of getting an item agendized before the City Council?

Answer 3: Two Council Members would need to sponsor the request as a future agenda item. 

Question 4: What are the provisions of the City's Sign Code as it relates to the placement of political signs throught the City? 

Answer 4: Political signs are defined in Tracy Municipal Code (TMC) Section 10.08.4460(f), yet the location limitations are found in TMC Section 10.08.4510 (m).  Reading those TMC sections together establishes the size and dimension requirements of political signs and locations where they are not permitted.

 A draft of the update to the Sign Code is nearly complete and beginning the required environmental review phase. The revision to the Sign Code will include, among other items, a re-organization of the sections for ease of use and understanding and modified regulations consistent with current laws. 

 

Pending conclusion of the environmental review, the revised Sign Code will be brought to the Planning Commission for consideration and to City Council for action in the first months of 2021.
