Strategic Plan to Prevent and End Homelessness

San Joaquin County Continuum of Care - Resources for Homeless During COVID-19 Pandemic

The San Joaquin Continuum of Care acts as the backbone agency for San Joaquin County and its communities in planning and coordinating a local response to homelessness. During this difficult time, they are committed to serving the community and supporting all efforts that protect the health, dignity, and well-being of individuals both housed and unhoused. We are all in this together. The City of Tracy is working closely with the Continuum of Care to consider the impacts of the COVID-19 pandemic on homeless individuals, as well as on the uncounted number of households that will have their housing endangered by interruptions in income due to the pandemic. Council Actions to Address Homelessness

What the City is doing about Homelessness in Tracy

The City's Public Works Department, Police Department and Code Enforcement team have coordinated efforts to proactively address issues related to homelessness (camping in parks, code violations, encampments, etc.) In 2019, Code Enforcement investigated 94 homeless encampments. 

  • Code Enforcement issues in the City of Tracy such as abandoned shopping carts, debris on private property and encampments can be reported via GORequest; service requests in county areas should be submitted via their Government Outreach system  

  • Participation with “Operation Helping Hands” (OHH), this team includes the Tracy Police Neighborhood Resource Officers, San Joaquin County Homeless Behavioral Health DepartmentCare-Link and Central Valley Low-Income Housing.  Local non-profit and church organizations also accompany the team on the third Thursday of each month, performing site visits to the various locations where the unsheltered gather, to share information on available services and programs.

Staff works with other allied agencies and community partners to address homelessness in Tracy.
