This component of the Public Works Department consists of the following sections:

Storm Water Management

Develops, implements and enforces the City's Storm Water Management Program. The goal of this program is to reduce the amount of pollutants that enter our Storm Drain System.

Water Conservation

Plans and coordinates City water conservation efforts, including public education, monitoring and enforcement activities (Title 11).

Residential Water Survey Program

This Citywide program is offered free-of-charge to water customers who pay their utility bills to the City of Tracy and their single- or multi-family (up to eight units) dwelling was built prior to 1992. As part of this program, a Water Conservation Representative will tour your property to identify leaks and offer water and money saving opportunities.

Participants may receive water-saving equipment and information, including low-flow showerheads, faucet aerators and other free items. The Representative will also evaluate your landscape and irrigation systems for possible water and money savings tips. Since this program emphasizes customer education, it is important the tenant/occupant be present at the time of the survey.

Washing Machine Voucher Program

This Citywide program is offered free of charge to single- or multi-family (up to eight units) residents who pay their utility bills to the City of Tracy. High-efficiency washers are uniquely designed to use one-third less water and one-fourth less energy to clean your clothes. Instead of agitating clothes back and forth, high-efficiency washers gently lift, toss, tumble clothing during the spin and rinse cycle and extract significantly more water during the spin cycle.

Washing machines are responsible for more than 20% of the average household's annual water consumption. The City of Tracy is offering a $50 dollar rebate for Energy Star rated high efficiency washing machines. This voucher program may be used jointly with PG&E's rebate programs for even greater cost and water savings. This rebate is only valid for new high efficiency clothes washing machines listed on the Voucher Product list.

This program runs from July 15 to June 30 of each year. This voucher program is limited and is on a first come, first serve basis. Once the program money is exhausted each year, your voucher will be moved into the next year's requests. Ultra Low Flow Toilet Rebate Program

This Citywide program is offered free of charge to single- or multi- family (up to four units) residents, businesses, public agencies, and industries who pay their utility bills to the City of Tracy. If your building or residence was built prior to 1993 and your current toilet(s) is greater than 3 gallons per flush (GPF) then you qualify for this program. Did you know that toilets account for 27 percent of your indoor water use? Toilets manufactured before 1992 can use between 3.5 to 7 gallons per flush. That's a lot of water! New low-volume flush toilets use only 1.6 gallons per flush. It gets the job done, but with less water.

Replace your old water-guzzling toilet with a new water efficient model and get up to $125.00 back. Covered rebate expenses include a 1.6 GPF tank and bowl from the approved list above, supply line, wax ring, caulking, seat, bolts, bolt cover, tax and professional installation. Metered customers get an extra benefit - by reducing water use, you'll save money on your water bill. The program runs from July 1st to June 30th of each year and is limited to a first come - first serve basis. Storm Water Management Program

On December 5, 2003 the City of Tracy became under permit as a Phase II National Pollutant Discharge Elimination (NPDES) Small Municipal Separate Storm Sewer System (MS4) permittee. The NPDES Phase II permit requires the City to develop and implement a Storm Water Management Plan/Program with the goal of reducing the discharge of pollutants to the maximum extent practicable (MEP). MEP is the performance standard specified in Section 402(p) of the Clean Water Act. The management programs specify what best management practices (BMPs) will be used to address certain program areas. The program areas include public education and outreach; illicit discharge detection and elimination; construction and post-construction; and good housekeeping for municipal operations. In general, medium and large municipalities are required to conduct chemical monitoring, though small municipalities are not. permit requires the City to develop and implement a Storm Water Management Plan/Program with the goal of reducing the discharge of pollutants to the maximum extent practicable (). is the performance standard specified in Section 402(p) of the Clean Water Act. The City of Tracy submitted their Storm Water Management Plan (SWMP) to the State Water Resources Control Board (SWRCB) in October 2003 and it was adopted on December 5, 2003. The City of Tracy must comply with the requirements of both the Federal Clean Water Act and the NPDES Phase II Small General Permit. The SWMP enables the City to comply with these requirements through Six Minimum Control Measures (MCMs). General Permit. The Six MCMs

  • Public Education and Outreach

    The goal of this component is to educate the City of Tracy residents, businesses, industries, construction personnel, and development community about Storm Water Pollution Prevention and how to prevent it. This education is made available through activity books, brochures, flyers, Storm Drain Marker Placement, video, WebPages and workshops. A multimedia campaign consisting of radio, theater and television advertising is currently in place.

     

  • Public Involvement and Participation

    The goal of this component is to involve the community in the Storm Water Management Program through advisory committees, Storm Drain Marker Placement, Waterway cleanups, and Clean Water Business Programs.

  • Illicit Discharge Detection and Elimination

    The goal of this component is to ensure that no pollutants are illegally being "dumped" or discharged into the storm drain system either through manholes, catch basins, or illegal connections. It is the City's goal to eliminate illicit discharges through education and enforcement. There is a permanent Household Hazardous Waste facility available through the Solid Waste Division of San Joaquin County Department of Public Works for proper disposal of cleansers, fertilizers, pesticides, and used automotive fluids.

  • Construction Site Storm Water Runoff Control

    The goal of this component is to keep pollutants from construction projects out of the City's Storm Drain System. Prior to issuance of a grading permit through the City's planning division, you are now required to submit your Waste Discharger Identification (WDID) number or proof of filing for a Notice of Intent (NOI) for any construction activity which disturbs land over one acre or under an acre but part of a larger project. Also, a Storm Water Pollution Prevention Plan (SWPPP) will need to be developed, implemented and on hand before any land disturbance occurs. A copy of your SWPPP site map detailing the Best Management Practices (BMPs) to be used in order to contain sediment onsite and prevent erosion will need to be submitted to the address above when applying for your grading permit or before any land disturbance occurs.

    The City, under regulations of its MS4 permit, are required to ensure compliance with the Construction Activities Storm Water General Permit on all construction projects that meet the above criteria. This will be accomplished through routine inspections, for SWPPP implementation and maintenance, as well as enforcement. The Stormwater Management and Discharge Control ordinance was adopted by City Council on January 18, 2005 which allows for monetary fines and includes a construction site cease and desist order depending on the severity of the violation. Design standards are also a required component of this MCM and will be developed and implemented over the five-year permit.

  • Post Construction Storm Water Management in New Development and Redevelopment

    The goal of this component is also to keep pollutants out of the storm drain system once the project is completed. In new development certain Best Management Practices will be required which must be maintained and it is up to the City to determine how best to maintain them over long periods. Development standards will be developed and implemented over the five-year permit.

  • Pollution Prevention and Good Housekeeping Practices

    The goal of this component is to train Municipal staff about pollution prevention while on the job. Trainings throughout the departments will educate all municipal staff how to handle pollutants that could be potentially harmful to the waterways should it be allowed to enter the Storm Drain System. A portion of this goal is met through street sweeping, the green waste program and spill prevention and response.
