Crime Scene Investigation Unit

The Tracy Police Department’s Crime Scene Investigations (CSI) Unit is a branch of the Investigations Division. The Unit is staffed with one (1) supervisor, four (4) Crime Scene Technicians and one (1) Community Service Officer assigned as the Property and Evidence Officer. The total combined law enforcement experience of the Unit is approximately 57 years.

The mission of the CSI Unit is to identify, document, then collect property and evidence associated with criminal investigations. The Unit is also responsible for packaging, preserving, and safely storing all property and evidence which is collected by members of the department or turned in by citizens.

Unit personnel have received extensive training related to crime scene investigations and property and evidence management. Training accomplished by Unit staff include: Death Scene Investigation, Latent Fingerprint Identification, Forensic Photography, Shoe and Tire Impression Recovery, Crime Scene and Firearm Safety, Forensic Video Analysis, Firearm Serial Number Restoration, Computer Forensics, and Property and Evidence Management.

In 2008, members of the CSI Unit performed 781 investigations. Evidence collected during those investigations, along with evidence collected by other officers and detectives totaled 11,631 individual items of evidence. In contrast, there were 439 investigations and 10,760 items of evidence processed and maintained by the CSI Unit in 2007, which is an increase of 78% and 8%, respectively.

CSI Unit members are also responsible for the release and disposal of evidence and property once the criminal case has been adjudicated. Evidence must be disposed of in accordance with local, state and federal laws, regulations and policies. Property and Evidence can be disposed of in several ways which include, but are not limited to, returning to the legal owner, destroying, burning at a federally approved incineration site, or sending the property to a public auction.

In 2008, the CSI Unit destroyed 1020 lbs. of firearm and other contraband evidence and 340 lbs. of illegal narcotics.

Also in 2008, unclaimed evidence and property, which was sent to public auction, generated $16,135 in revenue, which was returned to the City of Tracy General Fund.
