The City of Tracy and the threat of terrorism:


Whether it is a foreign terrorist cell or a home grown individual, experts in this discipline agree that the most likely person to run across a terrorist in the pre-operation cycle will be the police officer, firefighter or EMS operator working in the field providing the day to day services.

The Terrorism Liaison Officer (TLO) Program:



The TLO is a police officer or firefighter who serves as the principal point of contact for a public safety agency in matters related to terrorism information and intelligence. The TLO attends meetings, participates in terrorism training, gathers and receives information, and intelligence to and from the Sacramento Regional Terrorism Threat Assessment Center (SAC RTTAC) and other qualified sources.

TLO’s are a vital link in keeping public safety professionals knowledgeable about current terrorist tactics, techniques and practices. They serve to educate the public and public safety personnel about current trends and threats to society that might otherwise go unnoticed.

The TLO raises the level of terrorism prevention and preparedness within the community and enables public safety personnel to deal more effectively with the threat posed by terrorism.

The City of Tracy contributes significantly to the TLO program by committing several members of the organization to the training and information sharing disciplines. San Joaquin County has only two (2) TLO coordinator positions and the Tracy Police Department holds the distinction of being the coordinator for all points south of French Camp.

Terrorism Early Warning Group (TEWG)

The TEWG is a partnership between public and private sector entities who work together to enhance the local information sharing and target hardening capabilities relative to Counter Terrorism. This small, but select group, meets on a regular basis to share information that affects each discipline involved with the purpose of fostering communication, increasing situational awareness, training for early warning and enhancing preparedness.
