Inspections

Inspection Requests

All inspection requests must be received by this office no later than 5:30 am the date the inspection is desired. Requests made after 5:30 am on Thursdays prior to our closed Friday will be scheduled for the following Monday.

  • Inspection requests can be made by calling the 24-Hour Inspection Request Line at (209) 831-6440. You will be asked to provide your building permit number, job site address, owner/contractor name, and the type of inspection needed.
  • We will not be able to guarantee specific times, but requests can be made for either morning or afternoon.
  • It is important that the work be ready for inspection when called and that which is not ready will have to be recalled for the following day.
  • It is important that the work is reviewed by the job site management to ensure it complies with approved plans and code requirements. Your efforts will assist the City in providing good service and efficiency with the resources available.

Inspection Information

The City of Tracy Building Inspection Department inspects all buildings under construction or undergoing repair and alteration at the intervals prescribed by the Uniform Building Code, Plumbing Code, Mechanical Code, and National Electric Code. Listed below is a guide to inspections required for most buildings. If you have any questions about required inspections, call our office. All inspections are made to the codes in effect and the approved plans. If you are making a change in the approved plans, they must be approved prior to calling for inspections.

Foundation Inspection

Forms in place. Property lines indicated (pins exposed, site lines drawn). Footings dug to plan. Reinforcing steel placed and secured. Slab-on-grade floors in dwellings, vapor barrier and reinforcing wire in place and sand, graded to proper slab thickness. Vapor barrier and reinforcing wire is also required on garage floors and patios when attached to a dwelling. Grounding electrode in footing, if applicable.

Under Floor Inspection

Drain lines, water lines, gas piping in place. Water tests on drain and water lines. Under/in-slab plumbing inspection is required prior to foundation inspection. On wood floor structures the under floor framing and under floor plumbing inspection is performed at the same time. Also, duct work or any electrical circuits or bonds must be installed if it is going under the floor. A sewer and water line inspection must be made before sewer and water lines are covered.

Roof Sheathing Inspection

Roof sheathing installed and nailed to code. Nailing and materials will be inspected prior to applying roofing covering.

Framing Inspection

Framing completed, roof on, exterior of building weather-proofed. Rough wiring installed with bonding and grounding completed. Distribution panels in place. Rough plumbing installed. Water pressure or air test on water lines, water test on drain line above first floor. Shower pans installed and water test on, if applicable. Roof jacks in place. Gas vents, combustion air ducts, and attic vents installed. Heating and cooling ducts installed and insulated. No wall or attic insulation installed. Infiltration control complete, i.e., sealing penetrations in plates, corner studs, around doors and windows.

Insulation Inspection

All insulation installed per energy code and plans, except blown insulation in attic.

Sheetrock Nail Inspection

Drywall (sheetrock) on walls and ceiling nailed, but not taped. Shower backing materials in and water proofed.

Gas Tests

A pressure test on gas line consisting of 10 pounds of pressure holding for a minimum of 15 minutes with no pressure drop. This test to be done after sheetrock is installed, but before final inspection.

Temporary Electrical Inspection

Fixture hung. Electric outlets in place. Meter service ready for connection. Electricity must be on prior to final inspection. Temporary electric for construction must be protected by GFCI.

Final Inspection

Building complete and ready for occupancy. Building cannot be occupied before final inspection. All electrical equipment installed. Plumbing fixtures installed. Address numbers on building. Lots graded. Gas equipment installed and vents in place. On new buildings, Engineering Department sign off required. Gas service will be approved when building is finaled. Exterior landings and stairs installed.
