City Manager's Corner
Troy Brown was appointed as City Manager for the City of Tracy in September 2014. Mr. Brown has over 20 years of public sector experience that began in the City of Santa Clarita, CA. He has served as Assistant to the City Manager for the cities of Riverside and Elk Grove, CA and also as the Assistant City Manager for the City of Livermore.
In addition to facilitating the abolishment of redevelopment, he has implemented pension reform and a number of other cost saving strategies to attain fiscal sustainability during the Great Recession of 2009. He played an integral part in several economic development projects including attraction of a number of biotech companies and partnered with Lawrence Livermore and Sandia National Laboratories, other Tri-Valley cities, businesses and venture capitalists on the Innovation for Green Advanced Technology Excellence (i-GATE) initiative.
He has served on numerous community organizations, and policy committees with the League of California Cities. He was Vice President of Municipal Management Assistants of Southern California in 2003, is a member of the National Forum for Black Public Administrators, and was the West Coast Regional Vice President for the International City/County Management Association. In 2011 Mr. Brown received the Wes McClure Outstanding Assistant Award from the Municipal Management Association of Northern California.
Mr. Brown has a Bachelor’s degree in Political Science from California State University, Northridge and a Master’s of Public Administration from California State University, San Bernardino. He is married to his wife Toni and has two children Kenneth and Ally. In his downtime he enjoys boating, wakeboarding and is an avid golfer.
